Section 15
Pre-approval should be obtained
: (1) In accordance with the agreement or agreement with the employer organization, the licensee shall disclose the following details and submit an application "before the department" for pre-approval to send workers for foreign employment:
(a) Name, address of the employing organization and the country from which the worker is sent,
(b) Type of foreign employment,
(c) Type and number of workers,
(d) Salary, benefits and leave to workers,
(e) The day and time the worker should work, "(f) Copy of demand letter and authorization certified by the Nepalese diplomatic mission of the destination country"
(g) A copy of the contract between the employer and the worker,
(h) A copy of the contract between the licensee and the worker,
(i) Other matters as specified.
(2) If the request of the licensee is deemed appropriate while examining the application submitted under sub-section (1), within four days from the date of submission of the application, the department will give pre-approval to start the process of sending Nepali workers for foreign employment. "(2A) The Nepali diplomatic mission in the destination country shall send the certified documents mentioned in clause (f) of sub-section (1) to the department within fifteen days. The employer should also send a letter of air ticket for the worker."
(3) Notwithstanding anything contained in sub-section (2), the department shall not give prior approval to select workers in the following cases:
(a) If the service conditions and facilities are not satisfactory in proportion to the qualifications of the workers demanded by the employer,
(b) If the proposed foreign employment appears to have an adverse effect on the dignity, reputation or health of the workers, "(c) If it is inappropriate from the point of view of the worker's safety, occupational safety and health," (d) If other conditions as specified are observed.
(4) If it is decided not to give pre-approval according to sub-section (3), the reason shall be disclosed to the licensee.
(a) Name, address of the employing organization and the country from which the worker is sent,

(d) Salary, benefits and leave to workers,
